750W is the wattage, We'll need to know the make and model of your PSU in the build. While the system is idling, what sort of resources are being used? BIOS version for your motherboard and the version for your OS?
The psu is Corsair CX750F (80 plus bronze)

The bios for the motherboard is the latest: version F20b, date 2021/02/05

Version of OS: Windows 10 Home (20H2)

when the system is idling its using:
asus armory crate, lghub and nvidia

It's perfectly normal for Ryzen CPU's to boost individual cores to max clocks even at idle. It's the way the boost algorithm works.

But you might consider removing these apps:

just to test how much they affect things for a while. Many apps bundled with motherboards and peripherals are poorly coded, often loading CPU's unnecessarily and prevent them going into power saving sleep modes when you think the system should be idle.
You see he is using Intel?
