CPU spiking while using the internet, especially video streaming

It's especially while watching Youtube videos that my cpu really spikes to 100%, if I change tabs with some normal page the cpu usage comes down to 30-80% while the youtube video tab continues to stream.

Why is this? It seems it only happens with streaming videos in general, is there a solution to this?

Well, that's a pretty low end cpu, and a overall low end build. (No offense) The cpu usage will be spiked, especially depending on how many tabs you have open, resolution, and depending on your browser, you might not have a hardware accelerated mode, meaning the gpu wont be utilized fully, nearly all of the load will be on your cpu. When you change tabs the cpu usage goes down because that tab that was just using all of your cpu is now a background process, it is cached and audio is playing but the cpu doesn't have to display it so it will naturally be a lower load. There's not really much you can do about this either.
Also, on the note of browsers, depending on your browser, (especially chrome) it will eat that 4gb of ddr2 at 800 Mhz for breakfast. Don't expect amazing performance with this...
