CPU starts only when the monitor cable is removed from the back panel

I had an old PC . It started to give me problems so I decided to upgrade
But I found that my PC starts only if I remove the VGA cable from the CPU back panel. Once the CPU starts and i reconnect the VGA cable everything works fine. Also the USB2 ports on the back panel are not working but usb3 lan and sound are good .

I have a new motherboard gigabit 78 lmt usb3 and amd fx 6300 processor
SMPS( PSU ) is corsair vs 450W. Everything is new except my harddisk , cabinet and monitor.
 

I re installed windows just 4 days back. Well as i said CPU doesn't start with the VGA cable and starts after the cable is removed. Once the CPU starts VGA cable is connected back and things are normal
