CPU starts then turns off straight away

Hi,

I am building a new pc and when I start the pc, the cpu fan starts then turns off 1 second later. Are idea why this is happening.

My system build is:
I5 3570k
Gigabyte SKT-1155 Z77M-D3H
Crucial Ballistix 8gb DDR31600mhz
Corsair TX650V2 650W
Sapphire11200-14-20G 2gb HD7850

I did notice I have two ATX connecter on the motherboard ( 24 and 4 pin). My power supply only has a 24 pin cable and not a 4 pin. Would this cause the problem?

The Corsair power supply should have an 8-pin that breaks off into 2 4-pins.
