Question CPU Still Has Previous Thermal Paste's Residue On it's Sides, is it Okay?

CPU still has thermal paste residues on it's sides, it's hard to clean as they are very sticky. But the top is pretty clean now, is it okay to proceed to apply a new thermal paste on it, and plug the CPU fan? Should I make it 100% clear?

I would clear it more, but it shouldn't make a difference. The main contact surface with the heatsink is the top surface so any paste on the sides shouldn't matter.
