CPU Stress Test not using Boost Clock

I solved my thermal problem I was having with my i7-4790k, but now I'm trying to run Prime95 with no overclock and the chip isn't using it's "Boost" clock. When I'm not running Prime95 or even OCCT it shows that it's using it's boost clock occasionally, but when stressing the chip through the testing the boost clock doesn't kick in.

I have no explanation for this but it seems strange and I'd like to figure it out before putting a standard overclock on the chip. Any ideas what might be going on?

Oh also the mobo is a Asus Z97-A with it's default settings and up to date bios.

CPU is at 56C while running Prime95 like this, so I have some headroom for a mild overclock on air.
 
Intel Turbo boost is designed to increase the performance of the processor within the thermal envelope of the processor when not all cores are fully loaded. So, for example, if you have a task that is single-threaded and needs a lot of cpu power, then turbo boost will jack up the frequency of that core to a higher level. THe more cores you use, or the nearer you are to the thermal limit of the processor, the less turbo boost will be active, since it will have no thermal leeway to boost with.

Edit: Note that in sustained high-cpu workloads like a stress test, it is very likely that turbo boost will not be active.
 


I'm good with that but under Prime95 load after an hour and a half the CPU temp max was 60C. I would think it could boost at that point.

I may manually overclock it just to 4.4 and see how it handles that, but on my 3570k I would get to 70C and the boost clock would keep on going. And that beast I was able to OC to 4.2 on the same air as this.

I am considering a AIO liquid solution to be able to hit maybe 4.6, but I found it curious that the boost stopped kicking in without an overclock and temps in the mid 50C's when I started the test.
