So my current setup is an ASRock Z77 Extreme4 Motherboard with an i5-3570k overclocked to slightly above 4GHZ, using Hyper 212 Evo Plus CM after-market cooler. After a stress test using Prime 95 small ftts, it's maximum temp is about 70'c it goes from 65-70'c. Is this fine ? Note i do live in Singapore and it's a very hot and humid country.

That's about right temp wise, though you should be able to get 100MHz more out of it - but it's warm where you are.

75C is what I'd call long-term safe, especially as it's difficult to put that much load on a CPU without a purpose-built stress tester.
Yeah those temps are fine. Different people will recommend different maximum safe temps (for me it is 85C) though you have to remember that stress test programs are much more rigorous that nearly every other program out there so it'll rarely reach that temperature.

Have you tried running it with in place large FFTs? It's the second option on the torture test window and I have found that it will cause higher temps, though isn't as stressful. Also are you manually adjusting voltage or leaving it on auto?
