CPU struggles lately, pc "slows down".

Hello!

Lately my PC has been struggling whenever I game/stream. Problems are usually occuring whenever I alt-tab or open up something CPU intensive like Rocket League or OBS. What happens then is that the pc starts working in "slow motion" if you know what I mean, cursor is slow etc. I checked and the temperatures seem good. Did a stress test on my CPU with CPU-Z and the same thing happened (the slow motion) thus making me think it has something to do with the CPU.

Help would be appriciated!

My rig is:
i7-7700K 4.20GHz
16gb RAM 2400hz
GeForce 1080ti

Also I updated to the new win 10. Can it be that?

Sounds like the CPU is being maxed out. The slow motion happens when a CPU is on a full load; at least that's my experience when using certain software. Rocket League shouldn't be that intensive for an i7-7700k (I'd be surprised if it was).

During a game I would suggest using MSI Afterburner to monitor the usage and frequencies of CPU, GPU and RAM; temperatures of CPU and GPU; and even page file as a last resort. I'd suggest monitoring a game while streaming and one when you're not.

On desktop use Task Manager to see CPU usage for other tasks. Perhaps there are other factors.

With updating to Windows 10, it shouldn't be an issue unless there's something wrong. Drivers are a possibility as are other processes in the background.

Gonna do the MSI afterburner test tomorrow.
Is it weird when my pagefile usage is at around 10000 constantly?

edit. also on "Ram usage" it shows "max 8900" but I have 16 gigs of RAM and the system detects both sticks.
 
There's quite a bit about page file usage. From what I recall it's a last resort when you start to run out of RAM, which shouldn't be the case with 16GB of it (but will depend what you do). When the page file is used it can lower performance for certain things. I suspect if it's constant on desktop and stays the same while gaming and/or streaming then there's probably not much to be concerned with. If page file use increases while gaming and/or streaming then it may be an issue.

As for the RAM reading, may depend what you're using. I've found in the past that other monitors may detect RAM when Windows doesn't (I had to reseat the RAM several times before it was properly recognised).
