CPU stuck at 0.52ghz

My Toshiba encore WT8-A-102 is stuck at 0.52ghz and under any load will not go any higher. I have tried reinstalling windows 10 but to no avail. I believe the issue has been caused by using throttlestop 8 beta software and now my CPU is stuck at 0.52ghz

Why were you running Throttle stop? Some laptops will throttle if the power adapter is bad or of insufficient wattage for the system or the battery needs replacing. Nothing can overcome this because it is managed by the BIOS. You would have to get the correct adapter and PSU to fix this.

It's a Toshiba encore tablet I wanted to use throttlestop to get better performance in games as my fps would drop very low due to throttling and now it's stuck at 0.52ghz

If uninstalling the software didn't help, you may have to do a factory reset.

I have already reinstalled windows 10 and that didn't fix it
