[SOLVED] CPU Stuck at 1.36ghz?

Hi, I recently upgraded to an ASUS PRIME B350M-A with a Ryzen 5 1600 that base clocks at 3.2ghz and turbo clocks to 3.6ghz, with 16gb of HyperX Fury ram. Task manager shows my cpu clock speed is currently stuck at 1.36ghz, but it shows it in the specs and in bios as 3.5ghz. I haven't found a way to fix this yet but it's driving me insane. I've seen talk of a "Slow Mode" that may be on, could anybody help me out? Thanks.

Thanks, but no my power saving mode in BIOS is turned off, still stuck at 1.36

I was on Balanced Power Plan, I switched it to High Performance and still no luck.

Have you tried setting the BIOS to defaults , to see if it clears?

do you think that might work? I upgraded the parts about a month ago and haven't changed anything in bios

Currently task manager reads it as 1.36ghz, but in the name it says 3.5ghz. I do not own any other software to check it with, could you link any reccomendations?

its reading my CPU at 1546.31 Mhz

I have a Ryzen 5 1600, not a Ryzen 7. The option is only avalible for Ryzen 7 CPUs so that they can emulate a Ryzen 5, not vice versa.

Could be a corrupted BIOS , many have fixed it with a BIOS flash.

I'm kind of new to pc building, care to explain what I should do? Also could a corrupted bios correlate to non functioning HDMI ports? Because the HDMI ports on my motherboard will not work either.
