[SOLVED] CPU stuck at 3.7Ghz instead of the usual 4Ghz ?

Hi so i got a new graphics card and it stop the gpu bottleneck and now my cpu was no sufficient so i installed intel xtu in hopes of better performance and ever since my cpu has ben stuck to 3.7ghz even when stress, before i had 4ghz
this isnt that much of a lost but on certain games it can reduce performance quite a lot in cyberpunk i lost about 25 fps and around 75 in csgo and it seems reseting the bios doesnt help even with cmos
and my temp are also great so its not thermal problem im around 40°

Ram: Samsung ddr3 overclock to 2200
Motherboard: Gigabyte Z97 hd3

4Ghz is single core boost clock.
When all cores are loaded, boost clock is lower to meet power and thermal target of the cpu.

nan it used to be all cores and the cpu has all the power it needs and low temp

Check BIOS for multi-core enchantment setting.
That would allow to boost all cores to max boost clock.

unfortunately its a old motherboard the option not there

Found the answer Installing intel xtu also download mc genuine Intel uptade dll and update my microcode
Intel microcode 7 allowed user to get 4 ghz the all cores
Had to uptade my bios with a mod version with microcode 7 installed
