CPU stuck at 800Ghz

I have a AMD A8-3870 APU (OCed 3300Ghz)

Iv'e used this OC for a while and recently I noticed I was having horible FPS in games. Checked with CPU-Z and my Clock is stuck at 800GHz. Went into the BIOS and the settings are fine. Even tried a optimized default reset (ASUS MB) to no avail. Oddly when I first start up the computer and start CPU-Z it will fluctuate between 3300 and 800 till it just stays on 800. Any Ideas guys? Thanks.

if you have an amd gpu, right-click the desktop, go to amd catalyst control center, then go to the power tab, and there should be a slider or some way to change the min-max cpu frequency.
CPU temps have never exceeded 60C,(Thats long ultra graphics gameplay Temps) as far as I know my power plan is on "high performance" which in the advanced settings the CPU state is at 100% at al times. Oddly if I play some games like BF3 itll start out at 800 then go up to 3000 but it keeps fluctuating between the two speeds. Right now I'm trying to play X3: Albion prelude but I have such horrible FPS because it stays at 800Ghz. Is there someplace else that has this power save mode?
 
I could kiss you right now man, thanks a lot! Hasn't dropped down from 3000. Now I can go back to stable OC. I was wondering why I was getting a BSOD when OCed recently. Its because There wasnt enough power being supplied to the CPU -_-. No idea how this happened. Maybe when I updated CCC a while ago? Seems about right. Again thanks.
