CPU Stuck at 800MHz

I don't know why it is stuck , please help me!
My PC : cpu: i7-4790k
mb:ASrock Z97 Anniversary
ram: 16 gb 1600 MHz
gpu : Gtx 1070 strix

I don't know your motherboard and I'm on my phone so difficult to check but some motherboards have a low power button/jumper. I'd check your manual.
