CPU Stuck At Idle Clock Speed Under Full Load

Hey, guys, first time I've ever asked for assistance from a forum, but I'm stumped. I just bought a new case, motherboard, processor and RAM and I'm having an issue with my CPU clock speed not increasing under load.

My clock speed idles around 1400MHz [200 x7] but even when I run Prime95, there's no change in the speed in Core Temp. My VID stays at 0.8750v and CPU temp between 21 and 25c. I flashed my BIOS up to the most recent version and have tired everything I could find searching the issue online -- disabling Turbo Mode, Cool n Quiet, CE1, Core C6 and APM Master Mode; re-flashing BIOS; setting CPU & NB Voltage to Offset Mode; making sure Slow Mode is switched off; and attempting to overclock it to 4.0 with AMD Catalyst Overdrive. My set-up is:

AMD FX-8350 4.00GHz 8-Core [Stock Cooler]
Radeon Performance Series 2x4GB RAM R1866 [Clocked at 1600MHz]
XFX Radeon 7850 2GB Video Card [Old]
Cooler Master 600W Silent Pro Modular PSU [Old]
OCZ Vertex 128GB SSD [Old]
Hitachi 500GB 7200RPM HDD [Old]

I've tried it as both enabled and disabled; as well as all the other options I have listed above. Since last night, I have also done the following:
Loaded Extreme OC Profile; set D.O.C.P, stress testing showed the same read-outs [after do these first two, my internet and audio are disabled now]; enabled Xtreme Tweaking; set DIGI+ Load Line Calibration to high [they were set to ultra high and extreme already]; checked MSconfig.exe for HAL, but did not see that option, under Boot Advanced Options I clicked the Number of Processors Box and set it to 8 but no change; used utility to disable all options for core parking.

damn maybe something is wrong with CPU? i dont know how to help you maybe your power supply is not good enough or something can you try with other power supply or something that CM is not that good if you have any friend with good PSU try it out maybe its that and before you do that press F5 or F7 what ever it is to return to default bios settings then try
