CPU stuck at low clock speed

So I had to underclock my FX-8350 to 2100 MHz because of cooling reasons, to do this I used catalyst control centers built in power tab for cpu. Now my problem is I can't reset it to default because after updating catalyst the whole power tab is no longer there, even after going back to the version of catalyst I had before I had. I've tried using the bios and I've tried resetting the mobo by removing the jumper shunt for the battery. Nothing worked still stuck at 2100. Mobo is asus m5a78l usb3.
 
Solution
Download Revo Uninstaller (free) or IOBit Uninstaller (also free) and completely remove Catalyst Control Center. Do an advanced scan if using Revo Uninstaller and remove all traces of it in your registry. Do the PowerScan if you are using the IOBit program. That will also remove all traces of it from the PCs registry. That should remove the setting controlling the clock from CCC.

Reinstall CCC (catalyst) and see if that helps.

Also download CPU-Z (free) to double check you clock speed. That's a very reliable program.

If that doesn't work, try doing a system restore to the point before you made the underclock change in Catalyst.

When you mean you've tried BIOS have you tried manually setting the CPU clock, or have you tried...

Ok then CCC is still controlling the underclock. Follow the uninstall protocol I provided and let me know the results.

So the power tab is back in CCC after uninstalling and reinstalling, so everything looks all good, just gonna restart my pc now. Thanks a lot, I appreciate it. :)
