My neighbors kid got to my shipment package first, opened it on the spot, and dumped my i5 7600k in a large tub of dirty outside water. it remained in there for about 40 mins.

Is there any chance that this thing works, even if it does, will it effect it later on. or should I just ask for a refund.

Solution
You could put it in some isopropyl alcohol and then thoroughly dry it out, there's a chance it works, but I doubt any distributor would take it back in that condition.

EDIT: If you try this use the highest percentage alcohol you can find, I think CVS has 97% which should be ok
