Question cpu suddenly making problems

i reinstalled windows today and out of nowhere my cpu started throttling it worked just fine before reinstalling here are my specs

CPU: AMD Fx 8350 4.00 GHz
RAM: 12 GB
Motherboard:Asustek Computer INC. M5A78L-M/USB3
PSU:SB9-450W 200-240V
GPU: MSI GTX 1050 ti 4GB

the cpu isnt overcloked or anything ive checked amd overdrive and saw that my voltage is jumping around like alot even if im not doing anything on the pc
its jumping up to 1.3825 v which should be way too high any ideas how i can fix this issue?

It could be your motherboard those 8 core FX CPU's cause trouble on the cheaper boards.

That power supply is a Be Quiet! System Power B9 seems weird if the psu would be causing problems since it was all fine before reinstalling windows do you think another reinstall might fix my problems?
