[SOLVED] CPU temp high and slow windows 10 interactions

My i7 5820k was running at 3.6Ghz and I figured that's why it was getting high temps, at around 95 celcius and higher so I lowered it to the default setting of 3.3 GHz and my computer has been going very slowly after I did that, I now have a temp of 93 Celsius. Is there a way to fix this? Specs: gtx 1070 , 8GB , i7 5820K and thank you for helping me with this

Not familiar with AIO cooler's so much, but from what I understand there are more points of potential failure for them. (Supposedly 5 years of usage.) Check whether the fan is working, the various connectors are correctly connected to the appropriate headers on the motherboard, and see if the pump is working. Those are the usual things to check on an AIO, I believe.
It's said that in BIOS the CPU runs at maximum capability, so temperature readings would be high as a result. It would be the temperature readings in Windows which will be more telling, I believe. A faulty sensor is possible.

It sounds like something is artificially handicapping the system. If memory serves the msconfig setting for cores is usually 'auto' as default; there aren't many reasons it should be changed from recollection. May need someone else to verify this though.
 
My water cooler is the Corsair Hydro Series H100i V2 Extreme Performance Water/Liquid CPU Cooler 240mm (CW-9060025-WW) I made sure it was mounted correctly and reapplied some new thermal paste and that didn't help. But when I load it up sometimes it says my CPU fan has an error now, which Is why I think I'm getting 94 Celsius on average

All fans are working, but when I load it up sometimes my PC doesn't recgonize the CPU cooler being plugged in but it clearly is plugged in. I've unplugged everything and plugged back in still no luck. I also discovered my CPU is probably getting false temp readings. It says 95 Celsius (203 F) but when I touched the water cooler and around the CPU it wasn't that hot, when I touched it it was room temperature warm. I do plan on taking it to a computer shop sometime as well and see what's wrong with it
 
Not recognising the cooler being plugged in (assuming a fan header?) sounds a bit suspect. I half anticipate inconsistent cooler behaviour because of it. I assume you've verified the pump is working?

If CPU doesn't seem hot when on idle, it makes sense. Question is whether it is still true when put under load.
 
I'll look it up soon how to check if the pumps are working! My workspace isn't the best and I'm trying to not turn my PC on as much because if the temperature is really that high I don't want to cause it to overheat and break and have to buy a new one
