cpu temp not stable

MY SPECS ARE:
MOB-ga78lmt-s2pt
GPU-a crap old card-(geforce 210)
CPU-FX-4300 Quad core
RAM-4gb 1333Mhz
PSU-Circle-CPH698-400(to be honest...is this a 400watt PSU ?)my dad built this pc i quite dont know as when i enter the model number its showing 250,300,350,400 watts PSU... which is mine...idk

Also im planning to buy a 1060....is the PSu good for it?

NOW MAIN PROBLEM!!!
MY CPU TEMP IN TASK MANAGER IS REALLY SCARY AS ITS GOING FROM 0-100.C WHEN ONLY @ GOOGLE TABS ARE OPEN IDK WHATS WRONG AND THE FAN IS JUST CREATING MORE AND MORE NOISE I HAVE CLEANED MY PC STILL ITS THE SAME ...IT SHOULD BE CONSTANT OR ATLEAST AROUND 60.C during gaming and 25-30.C+ WHILE JUST SURFING :( PLEASE HELP ME AND LET ME KNOW WHAT MY PROBLEM IS
 
Well, it's a 165 W unit (14 A on 12 V line, see here: https://youtu.be/ciNeD-yFvdg?t=98), so there is no way it could power gtx 1060.
As for temps, I think it is separate problem. You should start with checking if the heatsink is still properly installed (it can't move, even a bit when you try it).

WHAT!! really .....dont you think its toooooo less to even power MOB and Processor....btw how much WATT does a processor,a MOB,and a GPU require and how much WATT psu would you recommend (include gtx 160 too?
