Question CPU temp question

Recently bought an Alienware M 15 R6 with i5 11400h and RTX3060. Browsing the net and downloading a game on Steam my CPU will idle at 45-52c but will spike out of nowhere to 85c just for a split second. Using HWinfo64 to monitor. Temps while gaming are as to be expected and everything seems to be fine but what is up with those split second spikes while doing essentially nothing... ? Under premium warranty and in my 30 day full return window so figured I'd see what you guys had to say about it.

It's mildly infuriating I can't under volt it and that Dell locks it... anyone know a way around that? I'm a little too scared to mess with bios stuff. ThrottleStop doesn't work voltage still locked. Bios voltage locked of course. There needs to be a "screw my warranty" I'm a big boy I wanna mess with voltages button... I should have done more research. Uggghhhh...

Also as opposed to staring another thread another random question: Temps will be fine and CPU nor GPU will be even close to 100% they'll be running at 50%ish and I'll get a random frame drop to the 60s or 59 or so while running The Witcher 3 at 100+ FPS. Super weird to me... but I'm a desktop guy. Is this just a laptop thing? Or is this thing trash? 🙁 Could it be my 8 GB of RAM (hahahahaha)? Upgrading soon but it doesn't peg out at 100% either... it'll be sitting at 85% or so when it happens.

Wait... it's a fan curve thing huh? Because gaming it doesn't spike like that but the fans are blasting away. On desktop mode I have a different fan preset. That's got to be it... It's still odd to me though a spike of that much doing nothing.
 
Ok so it can and does spike like that gaming I checked my benchmarks from yesterday. It will spike anywhere from 85-92c but it won't run there it's just a split second spike. Gotta be a voltage turbo thing... that I don't know how to fix cause voltage is locked and I can't give it a slight UV. Avg temp while gaming (Smite, Lost Arc, ESO, W3, Assassin's Creed Origins, FFXIV etc etc) is 72c. Which I am SUPER happy about. But this spike is annoying me... I know I should just ignore it it's not throttling and within expected limits BUT it's unnecessary and I'm a hardware monitoring addict ><
 
Yeah so browsing the net and reddit for an hour CPU temps MIN 47c AVG 55c and max 88c. I'm seriously about to send this back... it should NOT be spiking like that. Someone please tell me what is going on or how I can fix it? Without turning Turbo boost off because without the boost this chip is worthless to me. Oh no he loaded a reddit GIF... FULL POWER TO CPU GO GO GO GO !!!! Hey Alienware... do better. Sheesh. Strongly considering the BIOS hack now to let me UV it. Knowing my luck something will happen afterwards unrelated and I won't have my warranty or premium support. Uggghhh...
