I have a I5 4690k at 3.9ghz with a tx 3 evo cooler, and while i play bf4 the temps are about 80C to 85, is this dangerous?

I would say it's on the high end for sure. To quote Tom's temp guide "Sustained Core temperature greater than 80C is too hot for stability or processor longevity." Make sure the airflow in your case is working well and make sure the cooler is properly seated. Or you can always adjust your clock as well =p
Take at look here for some more info: http://www.tomshardware.com/forum/id-1800828/intel-temperature-guide.html

Well, since you have it OCed to 3.9, you can probably take it back to its stock setting for now and then work on checking to make sure your cooling is adequate. If you want to keep it where it is, maybe look at a different cooling solution if the fan you have isn't cutting it. I'm not saying all OC builds use liquid cooling, but enough of them do that it might be worth looking in to for you (if it would fit your case etc).

Is there a guide on underdclocking it back to 3.5ghz?

Did you OC it yourself? Find some information about OCing like the video here: https://www.youtube.com/watch?v=QBfXruwe8w4&app=desktop. I don't know the default setting at the moment to tell you to restore them to, but that's the sort of info you're going to want to find. You could keep playing with the OC and tweak a few things to see if you can find a more stable clock, but for what you're at currently, it's running too hot IMO.

It was prebuilt, I saw on real temp gt that it was clocked at 3900mhz.
