Specs:
MSI Tomahawk b450max
Amd ryzen 7 2700x
MSI GeFOrce GTX 1650super 4gb
Hyperx fury 8gb
Samsung evo M.2 250 gb
Sata WD 1tb
Corsair 550w bronze
Setup age: 20days
Cabinet: Cooler Master elite 312
Cooler: 1200rpm rgb fans (connect to the smps) front and side. Cooler master 1500rpm fan on back. Amd stock cooler.

Trying to install Forza horizon 4. Monitoring cpu using msi dragon center. No other apps are running, and the cpu temperature went 73°C (100% usage) drops gradually to 48°C, rises up again to 65°C and stays for 20 seconds. CPU isn't overclocked, and sucking up 1.41v sometimes.
Installation speed is extremely slow and sometimes windows freezes (takes a while to get back on) for some moments if i try to run chrome or anything else.
Is it normal? Or there's some problem with my build?

What do you mean? Does the temperature rise to 73c when playing the game or whilst installing it?
The internet speed you have doesn't mean you'll be downloading the game at that speed. The server you are downloading from limits your speed so multiple people can download at once, at lower speeds.
