CPU Temperature Running 200+ Degrees Farenheit

So my pc has been rebooting consistently on its own throughout this past week. I have an i7 3.4GHz processor that is about 2 to 3 years old. Today it shut off and now it will not get past the post. It beeps multiple times and I can get into the BIOS where it says it's running over 200 degrees F. I tried adjusting the fan speeds (which seem to be normal). All fans in my system run great with solid air-flow. CPU fan is the Intel stock one.

Could this be related to the thermal paste needing to be replaced? It's the only thing I can think of that would be causing this.
 
Multiple beeps on post = hardware failure (most of the time), try disabling components till you get one beep, if you never get 1 beep consider a new MB.

With such high temps hardware failure is almost a certainty.
 



It beeps once on post. Then a few seconds later it beeps multiple times again as the CPU temperature warning appears.
 
The 200 degree temp is at idle or under full load? The CPU fan rotates normally?

Regardless, the temp is too hot, first step is to detach the cooler and remove the cpu and carefully clean the 2 surfaces that touch with a soft cloth and no abrasive material ( I use a tissue for this) then reapply as small amount of thermal paste as is possible to one surface to completely cover it then reinstall cpu and cooler. Make sure the cooler is securely fastened to the motherboard with good contact to the cpu.
