Question cpu temperature spiking to 97C

I was installing a mod for a game, and once the installation starts my cpu usage spikes to 100% right away. My cpu load stays at a constant 25% during the install. I would like to note that ive installed multiple games and software and have not had this spike issue. Anyway, after letting the install run for a few minutes my cpu temperature rises to 97C. I cancelled out to continue the rising temperature and load. My normal running temp is ~57C and when i start that install it goes up to ~88C. I have a i9 12900K, my cpu cooler is a cooler master 212, I used Artic Silver 5 thermal paste, i have 6 lian-li sl120 fans 1 of them being an exhaust fan. All of my drivers have been updated. Also I've installed this mod on a lower quality gaming laptop. Is the issue I am experiencing on the mod side, the cpu thermal paste, the cooling, or is there something else i should be doing/checking?

I see:
-Front exhaust? That Geforce RTX LED is ~BRIGHT, but I think I can see the shiny sticker that's on the front side of Lian Li's fan hubs.
-Top exhaust. (y)
-Rear intake.
-Cpu cooler fan is aimed towards the back. (y)

Flip the front and rear fans around.

cpu package power when at those temps are ~155-164W
Also for the cooler, what would you recommend?/would you recommend making the switch to liquid cooling?
Just a bit too much for the ol' Hyper 212. Up to 150w is about all it can handle.
Depends on what you do with the PC.
If the 'worst' you do is games, then an air cooler is still viable, just need a bigger one, like NH-D15S, Peerless Assassin 120, or AK620, to name a few.
If you do things that load up all them cores, you're looking at a 360mm cooler at the minimum.

lol did not realize i was an idiot when i installed the fans, just swapped them so intake in front and exhaust in rear, didnt touch the top fans. ill see about upgrading the cpu fan then as well. But now going through all of this I realized that my cpu usage doesnt come from temperature since when i stress test, it takes at least 15 minutes to heat up. What I'm trying to get at, is do you know why anything would right of the start max out my cpu usage? or is there a setting that i can change to prevent any program from using more than a certain cpu %?

Malicious software, all core benchmarks/workloads, and a crap-ton of different programs trying to start up all at once, are all that come to mind...

or is there a setting that i can change to prevent any program from using more than a certain cpu %?
No, that's all handled by the Operating System.

Yeah, make sure you have an exhaust fan and that the intake fan arrow on the side is correctly mounted.
