Question CPU temperatures rising - upgrade question

Hello all,
I recently upgraded my GPU and since have been having temperature issues with my CPU. My pc is reading the CPU temps between 60-90°C with most games, which usually results in me turning it off. My question is: Is the issue my CPU or my CPU fan, and what would be a good part to upgrade with?

CPU: Intel Core i7-8700 @ 3.2GHz
CPU cooler: Cooler Master Hyper 212
Motherboard: Z370 AORUS ULTRA GAMING WIFI-CF
Ram: 16gb
SSD/HDD: 256GB(SSD) 2TB(HDD)
GPU: Nvidia GeForce GTX 3070

Power Supply is Corsair CX 650W. Bought this new within the past 2 years. The rest of the pc is older than 2 years other than the GPU.
