CPU temps idle at 90-98 degrees Celsius (BIOS & Desktop)

I recently bought a new PC, https://pcpartpicker.com/list/L2hc3F , and have been having some issues with games like CSGO. KNowing that it is a CPU intensive game, I decided to take a look at my CPU performance. I noticed my temps were running really high, while idle at the desktop with nothing running besides steam and a tab in chrome. The loads were very low, roughly 1-10 % depending on activity. I hadn't tried running the game to see if the temps remained the same or if they would increase. I feel the only issue I can think of is that the thermal paste wasn't applied properly. I feel that my performance in game is lacking due to this high temp. If anyone has any suggestions that would be great as I'd love to be able to get the most out of my new build.

P.S. I used Core Temp to figure out loads and temps.

Edit: I also have all cores unparked for CSGO using CPU Core Manager. I will look at CPU usage while in-game real quick to see if there is any fluctuations and extremely high temps.

Solution
thermal paste is not the issue with 90C on idle.
it's either no contact between IHS and the coolers cold plate, or the pump or fans on the radiator are not working. probably pump.
So pay attention where and what you reconnect. Use CAM software to monitor pump speed and liquid temperature.

Regarding the CSGO part, I simply restated what I have heard from many people. I may have misinterpreted something. On the other points you gave. I will try that out and re-apply new thermal paste, after cleaning off the old paste first of course. I will let you know how this goes tomorrow most likely as it is quite late for me.
