Cpu temps idle reach higher than under load?

I have a AMD 8320 and a MSI 970 gaming.This is really about my cpu so lets get down to it.I overclocked my cpu from 3.5ghz to 4.2hz using AMD overdrive.My cpu idle reach around 60c,but under load reach down to 30c.I have a hyper evo cooler I'm just wondering if it's alright for my cpu to be that hot idle? I'm guessing my cpu fans spin faster under load just for the reason of using the full 4.2ghz constantly and the computer realizes this thing needs to be cool as hell.So

TL😀R-CPU ideal is at 60c and under load reaches only 30c.AMD 8320 overclocked to 4.2ghz from 3.5ghz.Is it safe for my temps to be that high idle even with a hyper 212 evo?

CPUs survive temperatures of 98C, it's fine, if a little odd that it gets that high under idle.
