CPU Temps Oddly High

Hello, I just installed my i7 4790k and hsf into a new mobo I got, an MSI Z97 PC Mate.
My cpu temps are oddly high. They spike about 30 celc when doing normal tasks such as installing a program or something. The HSF is working fine, and the thermal paste is also good. any ideas as to what this could be?

What's highest temp you get under prolonged, full CPU load ?
Is it overclocked ?
