Question CPU Temps OK or not?

I recently updated a smaller build that I had after some cash freed up. Spec of the machine is;

CPU - Ryzen 5 2600
MB - MSI B450M Mortar
Cooler - Noctua NH9x65 AM4
GPU - Asus Dual OC GTX1060 6GB
RAM - 16GB Corsair Vengeance DDR4 3000Mhz
SSD - WD Blue NVMe 250GB
HDD - Toshiba Performance 2TB
PSU - Corsair CX450M
Case - InWin 301

I am running two 1080p screens, primary is 144Hz and secondary is 60Hz.

CPU is clocked at 4.2GHz and idles around 40-50C with CPU fan running around 2100-2200RPM constant.

There are 3 Coolermaster Masterfan 120mm case fans (Front x1 intake, 1x bottom exhaust and 1 x rear exhaust).

I was playing The Division 2 (Very High settings getting 70-80FPS) and the CPU temps were maintaining around 65-70C but spiked a couple of times to 80-85C for a few minutes and then dropped back to 75/76.

Is this normal/safe parameters or is my cooler struggling a bit there? The Noctua got good reviews but would I be better to get an AIO?
