CPU Temps Past Max W/ Liquid Cool & Stuttering

Hello everyone! So I was going to take my pc into a computer repair service today, but he ended up being booked. So I realized that Tom's Hardware forums are always pretty reliable when it comes to questions about computers.
So first off, my computer has been experiencing stuttering over the past month or so. This stuttering and frame loss has been in games and loading programs slower and stuttering while off games. So my first thought was my hard drive was about to go bad. So I replaced my sata 1tb hard drive and I got and installed the ssd. I'm still having the problem. So I installed a program to see what my temperatures are on my hardware. My CPU (I7-4770k @3.4ghz) is going up to 90 degrees Celsius. I went to device manager and my H100i GTX Corsair Liquid cooler isn't being detected/drivers aren't up to date. (Wasn't too sure, I'm a noob at all of this. I apologize.) So what I think it all comes down to is my cpu is overheating because my liquid cooler isn't working properly. My pc is currently turned off, I'm concerned and I don't want to fry or destroy any of my hardware. If anyone has any idea where I could start or what I could do, your help is greatly appreciated like always.
*Side note: I also opened up my computer(which is very dusty) to see if any dust was blocking the fans and I didn't see anything blocked the liquid cooler fans*

GPU: GTX 970
CPU: I7-4770k @3.4ghz
Ram: 16gb
Hard Drive: Samsung 860 EVO 500gb
Motherboard: MSI Z87 G45
Liquid Cooler: Corsair H100i GTX
PSU: Corsair 850w
 


How do I tell if the pump is running? Both fans are spinning. The waterblock on the processor is as secure as it can get.
 


I am pretty sure it's running, I felt the 2 pumps and felt vibrations and listened closely and I think I heard it running. The corsair emblem on the waterblock is lit up also.
 

So reinstalling the AIO cooler means just reinstalling my h100i gtx? Also probably re-applying thermal paste to it right?

Where is the cooler installed?The top of the case is an ideal location if it's capable of accepting a radiator.

Just the right amount of thermal compound needs to be reapplied after you reseat the cooler.
 

The radiator is installed to the top of my tower a larger fan resting on top of the case above the two liquid cooler fans. And I'm going to head out and get some thermal paste now, it's been around a year and a half since I got this thing installed so I would say it needs some adjustments.

Arctic Silver 5 is an old favorite of mine.

Noctua NT-H1 is another option.
 
So I got my arctic silver thermal paste. I was literally unscrewing all of my bolts to clean my radiator out and where the liquid cooler is over my cpu I have one screw that just won't budge and is stuck so now I'm gonna have to take it in tomorrow somewhere to get that bolt out. Hahaha this is wonderful -.-
 


Put the other fasteners on. The heatsink plate may be crooked forcing that final screw to crossthread. Putting the others back may level it out allowing you to remove that screw. Sometimes you have to SLIGHTLY tighten the fastener and then loosen easier.

Thanks for the idea. I tried and it's just so tight on there. Gonna see what this guy can do at a computer repair service tomorrow. I'll update tomorrow on how it goes.
 


Okay. I'm a little disappointed that you have to go see "the man" but sometimes, it has to be done.
 


Trust me I am too :/ Your help is much appreciated. I made this forum post hoping I could do this by myself, but this bolt has become such a pain and have been trying to get this one out for hours now, contacting my dad and my brother on ideas. The bolt has become so stripped that the screw drivers aren't able to get any traction in the bolt. This was supposed to be a simple process, but it came down to one stubborn bolt 🙁 smh
 


*UPDATE* So I was able to get the bolt removed I cleaned out my fans and radiator (They were just stuffed with dust. No way was air getting through those things.) So I reinstalled the h100i gtx water cooler back onto my cpu with thermal paste applied and all, but came down to it where 1 of the 4 bolts screwed into the head of the coolant that attaches to the cpu wasn't completely screwing down due to the bracket on the backside of the motherboard missing a piece for the bolt to go into. Where can I reorder this piece or if anything could I make a customer support ticket on corsair to get that bracket for free?
