cpu temps too low lol

Could you repeat the question? I'm not very sure what you are asking...

If I'm reading right he means bios is showing temp but in window monitoring programs don't show Temps.

Without more info going be hard to help......
Possibly a sensor malfunction.

yes that is correct when i enter the bios it shows my cpu tempreture but once i enter windows and use any of the programs i listed it reads 0 . every program. and it is not fluctuating it is a steady 0

now that is strange...

a 0 normally, reads that it cant see the probe but if bios is seeing it that kinda rules out sensor malfunction.
the only thing i can think of is a setting or security checked that can stop the read outs.....
im sure there are more guys here at toms that may be able to help...
be sure to google it to (i know you porbably have) 😀
