cpu temps waaay low pc randomly restarts

pc specs are as follows
cpu-fx-8350
gpu-gtx 970 strix
cpu cooler- corsair h100
ram-corsair vengance
psu-corsair cx600m
mobo-asrock fatality killer 990fx
hdd- seagate cuda 1t

im sorry if this is the wrong section for this but im having some problems. my pc is restarting on its own, my cpu temps seem extremely low considering they are about 15-20f below ambient room temps. here is a link to my hwmonitor temps and info of my pc http://imgur.com/P1EDhtR. so my pc will restart by itself and when i try to reboot it, it will just have a blank screen. no mobo bios splash no nothing. ive cleared cmos 3 different times restored bios to defaults when it did show up on screen. i put my old gpu in and tested, my pc still did not function correctly. i put my psu into another pc and that pc worked flawlessly. i reseated my cpu and reapplied thermal paste. it continued to not function correctly. i traded ram sticks out and it did the same thing. the only thing i can think of being wrong is the mobo, psu, or cpu, or a combination. i would like to get a second opinion on what is going on from you guys. i posted in linus's forums but i got only two responses : / i also forgot to mention that my overclocks on my cpu are EXTREMELY unstable. my cpu used to run at 35c idle 40-45c underload. it never has been hot or abused.

Your temps are wrong if you are reading temperatures below that of the ambient temperature... what happens if you drop the overclock on your CPU?

Also try to see if you motherboard offers a custom temp reading software package since your temps appear to be off.

i dropped the oc on my cpu and it still seems to be very unstable. playing bf4 all of a sudden my frames will go from 90-100 to 1.5 but it wont shut down. but when i exit bf4 and restart my pc then it will not boot up after manually restarting it. but like i said it wont restart on its own anymore. now for a temp reading program offered by my mobo manufacturer would be f-stream tuning if im not mistaken where you could also oc using that program which i never did, i always used bios. it currently says my cpu temp is 31c and mobo temp is 23c. isnt the cpu temp the socket temp in this program? im more worried about my cpu package temp as to where it used to read a normal 35c on idle and then after my pc started acting funny it reads super low.

First thing to do is undo all your overclocking you already said this was unstable. (Clear CMOS) download Prime 95 snd run a stress test keeping a eye on your temps and the speed the processor is running.
The chances of the processor failing are very very very add 20 verrys rare.
If the problem persist I would swap out the power supply first if possible the CX are rather low quality and inconstant voltages can cause weird issues

i have set everything to factory settings already i have ran prime95 since i have done that. but ill run it again what temps should i keep an eye on because i know for a fact already my cpu package temps are 100% wrong in every program i run. should i just go by the socket temp then? and what would you recommend for me to look out for on voltages? i heard -5/+5% is normal or in the safe range correct?
