Question cpu temps

hello i have question if the temps are ok so this is new build and it idles at 35 to 40 but when i start to download game it jumps to 53 sometimes it hits 60 is a stock cooler it just jumping around
not sure if thermal paste is bad or too old as i have MX-4 thermal paste for around a year or something and i use on my main pc nothing and is stock cooler aswell but dont have this problem and is annoying when it hits 60 the fan speed starts speeding and too much noise

System specs.... CPU, CPU cooler and case in particular, as well as number and type of case fans... will help with a cogent response.
