Ok, so this may seem like a wierd question. I built a new build with a i7 6700k and a NH-D15. I have reapplied the thermal paste 3 times now because i took to much on 😛 When taking of the thermal paste to take the new on, i used Arcticlean. When reapllying i am rubbing the cpu and heatsink with coffe filters. And it does take much time to get the paste completely off. Can much rubbing be bad for the cpu and the heatsink?

When reapplying just put a pea sized dot in the middle of the cpu, if you spread it with coffee filter that can cause air bubbles and the cooler wont do its job effectively. But to answer your question it can take a couple minutes or so to get it completely off. Rubbing wont be bat for the cpu and heatsink.
