CPU Threads and Handles

Being kind of new to these stuffs, I'm still a bit confused. However, I saw a thread wherein, stated "25k handles is the worst case scenario for gaming and 20k being an optimal size". So I checked my task manager and noticed after startup, I'm getting 40k handles and 1.7k handles (or processes, I forgot). Are there any softwares to lower and further optimize PCs? Or anything else I should do. Thanks in advance

Solution
The number of handles and threads in task manager is irrelevant but that amount is actually normal. It doesn't mean they are active. 25k handles is low and was probably xp not 10. To get an idea of how optimized you are, you check usages. You shouldn't be seeing any usage when not doing anything except the cpu maybe up to 5% but it'll be at idle clocks. Ram usage at ~2gb or less. Close any software you don't need. Many software open on startup and stay running in the background for auto updates and such. Check the startup tab. It's quite simple and you don't need any extra software running to do it, which is the opposite of what you want.
