CPU throttled at 49% by Windows

Hello dear Community,

my problem is i dont get my cpu over 49% in benchmarks. i tried to set the Maximum processor state to 100% but it did not ferform any better.

I got this result at userbenchmark: Performing way below expectations

and there stood that my CPU throttled at 49% by Windows.

i would be very happy if u could help me!

PS: i tried the geekbenchmark and my performence was a half of a normal i7 7th (mobile)

1.plug it in,portables drop performance to keep the battery from dying on you.
2.run coretemp in a corner to keep an eye on temps and clocks to make sure they don't drop due to heat.
