[SOLVED] "CPU throttled at 88% by Windows"

Hey guys, so after consulting a few Reddit boards about this issue, it does begin to seem that my Acer Swift (SF315-52) could potentially be Thermal Throttled—but at far lower temps than I would have guessed beforehand.

I've run UserBenchmark at least 7 times now, and every time it comes up inconclusive due to it being throttled by Windows at 88% percent, on the dot.

I've already made sure to check the Maximum Processor State if it was already at 100%, and it was. I had to enable to option through the registry first to make it visible, but it was still at 100% nonetheless.

Any suggestions as to how I could fix this? I've installed ThermalThrottle and disabled PB PROCHOT so far, but no dice.

Solution
I see nothing wrong.
Your laptop seems to only have integrated graphics which makes gaming benchmarks irrelevant.
I do not see temperatures near 100c which is the throttle point.

Also, if you run on battery, windows will implement a lower performing battery saving mode.
Bottleneck calculators, I think are mostly junk science intended for their advertisers.
