Question CPU throttles to 100% on one core while downloading to my HDD. Help?

Hello all!

Just in case this helps, my specs:
CPU: Intel i5-8600K (Presumably using MCE, not overclocked manually)
RAM: 16GB DDR4@2400MHz
SSD: 256GB Samsung 860?Evo
HDD: 1TB WD Blue
GPU: NVidia GTX 1050Ti
Mobo: Gigabyte Z370-HD3-rev1
OS: Windows 10 Pro, update 1809
NOTE: at time of writing, update 1903 is available but I have not updated yet.

A few weeks ago, my PC was having two small but noticeable issues. It should be noted that I don't turn my PC off every night. First, my RAM after a few days was increasingly high without opening too many programs (roughly the same amount of programs as an hour after bootup, and same number of chrome tabs), and second, my CPU would throttle to 100% on CPU0 but stay at 20-30% overall when downloading to my HDD (Steam, Epic Games store, Google Chrome, etc. all do this, not just one application). This is becoming a serious issue because whenever I write to my HDD now, my whole PC almost locks up (audio is barely working [heavy stutters], and machine basically operates at 1-2FPS).

I have seen similar issues browsing forums previously, but this has been with older machines with single-core CPUs. I have checked my power settings for my PC and HDD in Windows, my HDD is set to never 'sleep' and my PC did not have any other power-saving features enabled. I have checked my SATA and power connections, both seem fine. My PC is only 1 1/2 years old, and it would suck for it to already be broken.

Woah! During writing this, my PC just BSOD'd. SYSTEM_SERVICE_EXCEPTION from gdrv.sys - I looked it up, and it is related to my mobo. (I was using Notepad because I like saving things. Don't judge.)

Another thing (sorry for the long post), this started happening after I enabled Hyper-V and began tinkering with it. I am still forced to use my Hyper-V Virtual Ethernet Adapter for internet access now, even though Hyper-V and it's features are disabled in Windows.

Anyhow, help is greatly appreciated :)

EDIT: When I boot up my PC after a full shutdown, I can download a game, play a game, and talk on a chat platform all at the same time. After a day, I can do all 3 with stutters from the chat platform, and after a week my PC does as described.

Looks like i'm replying to my own message. If anybody needs screenshots, I would be happy to oblige. Also, downloading to my SSD does not throttle my CPU at all.
