CPU Throttles while stress test

So, I have a i7 7700k and I've tried everything from disabling over current protection. forcing clock speed, resettings bios but nothing works and while running Prime95 the processor utilisation drops to 10-20% and cpu temps drop aswell to around 35-40c. (While the cpu is running the stress test it usual runs at 60-65c.
Also when running HWINFO it says PROCHOT YES at around 60c although the TJ MAX is 100c.
 
What cooler are you using? You need a very good cooler to prevent throttling with the current version of P95. Normally the CPU shouldn't thermal throttle at less than 100°C. Did you monitor temperatures and throttling with Intel XTU (enable all hardware monitors)? Does your motherboard have a good VRM that doesn't need to throttle the CPU at full load because it gets too hot?
 

I am using an h80i v2 I monitored a throttle in hwmonitor and my mothermoard is a msi z270 m3. I will look into VRM Temps and I will also try out Intel XTU.
 
VRM temps rarely can be monitored; you know it may be the issue when the CPU doesn't get hot enough to throttle, but it still does. I doubt the MSI z270 m3 has a VRM issue, but your cooler may not be working properly. Monitoring CPU temperatures with Intel XTU is good because you can also check the graphs you're interested in and set the time between 1 minute and 1 hour.
 


I am starting the test right now ill come back with the results in an hour.

When it dips it also says yes at thermal throtteliing for about
half a second
 
It's difficult to determine what's wrong because you didn't enable CPU temperature and the various throttling selections in the graphs. You should do it and move the cursor over a zone when it throttles; that will allow you to see the CPU temperature (and cores if you also checked them) when it happened. Start XTU before P95 and then monitor it. Once it throttles, you can stop P95 as it serves no purpose to run it for a long time.
 
I think it might be a power problem because my tdp exceeds 91W. I'm in the bios right now should I try changing the settings to see if that works. I have two settings Short Duration Power Limit(W) and Long Duration Power Limit(W) what should I set them too?
 

No, I am just trying to get my cpu to finally work at not throttle at stock 4.2Ghz
 


I have no clue I didnt compose this pc a computer did it and even if how do you change it?
