Cpu Throttling and overclocking its self?

During stress testing this is what my cpu is doing, is this down to heat? and if so how can i reduce the heat my cpu is producing
PC SPECS:
Fx8350 4.00ghz
GTX1060 3gb OC
Asrock 970 Fataility mobo
16gb of ram Corsair vengeance
corsair h75
3 fans on case aswell as the 2 on the cooler its self
