CPU throttling at 44%, asus s300c

hi,
i saw many people had the same problem as me but i still couldn't find a solution 🙁
when i start my pc cpu is working great (going up to 100%) but after it went up (about 2-3 mins) its going down and reach maximum of 44%...
my laptop is "asus s300ca" ( i5-337u 1.8GHz), Bios version .304
tried to install the chipest driver from asus website (V9.3.0.1021), tried the newer one, power management values set to 100% but the problem still there..
do you have any advices for me?

'reached 100%'...of WHAT, exactly?

100% utilization in task manager/performance? (you would not want a CPU to be 100% busy beyond the first minute or two of bootup, and erhaps during downloading /applying some updates, a virus scan, etc..; in fact, you would ideally want 1-3% utilization with no browser open.

There is no real need to disable 'Balanced' in Control Panel/power plan, as balanced plan will clock the processor up and down within fractions of a millisecond (from 800 MHz to near max turbo) according to processing load....

Or do you mean it can only hit 44% max well after bootup is complete? Run a quick Defender scan, which will normally peak a system's clock speed......if it ramps up then, it is fine, and normal....
 
thank you for your answers, i already at "High Performance" plan, and i mean it can only hit 44% max, its a new installed windows 10 so i don't think its a virus/malware issue.
when i run UserBenchmark test and it hit 44% max, and i will check the fans, right now temp is about 59 C°.. if it a temperature issue, its a value i can change or something build in the CPU?

and Control Panel/Power options is set to either Balanced or Hi Performance? *System will require reboot after changing modes*

Bios set to auto/defaults for cpu options ? CPU identified correctly in BIOS? Correct clock speed listed, etc?

(Either mode should allow it to ramp up...)
