CPU throttling even when playing games on the lowest settings.

So I own an Asus ROG GL702VT, that has a GTX 1060 , and an I7-7700HQ 2.8 GHz-3.4 GHz and 16 Gb of ram, that struggles to play games from 2015 onward even on the lowest settings with-out throttling. I only own it for 4 months and the vents seem to be clean. I think the recent windows update might've screwed something up , but I don't know. Any tips or ideas on what might cause these issues ?
 
Solution
You have to lower temperatures.
Either by downclocking cpu and gpu or
by improving cooling - clean heat-sinks, replace thermal paste, get a better cooling pad.


When I run a game the cpu and gpu go up to 75-85 degrees , sometimes even 90 , depending on the game, and the pad I own doesn't really do too much to decrease these numbers. Also the CPU throttling has been a recent issue that started a few days ago. I also used the Intel Extreme Tuning Utility to stress the CPU and during these tests there was no throttling (it only happens when I play games).
