CPU throttling even when playing games on the lowest settings.

So I own an Asus ROG GL702VT, that has a GTX 1060 , and an I7-7700HQ 2.8 GHz-3.4 GHz and 16 Gb of ram, that struggles to play games from 2015 onward even on the lowest settings with-out throttling. I only own it for 4 months and the vents seem to be clean. I think the recent windows update might've screwed something up , but I don't know. Any tips or ideas on what might cause these issues ?

You haven't mentioned what cpu you are using or what cooler, as well as every other component in your computer
Also you need to install some software to check the temperatures like HWmonitor.

When I run a game the cpu and gpu go up to 75-85 degrees , sometimes even 90 , depending on the game, and the pad I own doesn't really do too much to decrease these numbers. Also the CPU throttling has been a recent issue that started a few days ago. I also used the Intel Extreme Tuning Utility to stress the CPU and during these tests there was no throttling (it only happens when I play games).

You have to lower temperatures.
Either by downclocking cpu and gpu or
by improving cooling - clean heat-sinks, replace thermal paste, get a better cooling pad.

Laptops are never great gaming machines, always running so hot.
Personally, although it is noisy, get a hair dryer force cold air into the heatsink and see how it runs... just to confirm it's a cooling solution that is needed.
