CPU Throttling for No Reason

Hello,
Since Purchasing a new Cooler (Cooler Master Nepton 240M) my CPU has out of the blue started throttling for no apparent reason.

Under gaming load the CPU stays below 50 degrees, so I assume it's not thermal throttling. I have tried turning off thermal throttling to no avail and reset my Motherboard, which also did not help. I also check my power settings which were on high performance.

I'm currently very confused as the CPU was running stable @4.2Ghz for ages on my old water cooler, An AlphaCool Eisberg 240mm (which leaked), and now on factory clock it throttles, for no good reason.

Specs:
CPU: AMD FX- 8320 (3.5GHz)
GPU: Gigabyte G1 Gaming GTX 960
Motherboard: AsRock 970 Pro 3
PSU: Evga 650W G1 Gold
HDD: 1TB
SSD: 120GB
Cooler: Cooler Master Nepton 240M
OS: Windows 10 64bit

The reason for throttling is that you didn't apply the new cooler correctly (including the thermal paste) and now you get into thermal throttling. You can't turn that "off" because manufacturer knows that temperature will damage the CPU.
I don't know what are you using to measure temperatures, I use either GPU-Z or CoreTemp.

However, lots of people confuse the idle state/energy saving modes with throttling, and you didn't explain what "throttling" means to you.
 


I use core temp, and my temps are 40-50C load
