Question CPU throttling HARD

I have a Ryzen TR 1900x that has been working kinda wonky lately. Whenever I open up a game, it throttles down to about 1.55ghz when the base speed is 3.80ghz. I've checked the temps numerous times as well as my liquid cooler - it stays at a solid 68 degrees Celsius, rarely going above even when I put it under a lot of load.

What could be causing this, or is this normal?

Note - I have my liquid cooler plugged into my PSU, so I know the mobo isn't decreasing voltage for some odd reason whenever the PC is under load, or if it is messing with the pump.
 
Are you getting 68C through Ryzen Master? If so, you have a problem with your cooling as it is thermal throttling. It is not easy to determine the max temp with AMD because they use an offset, but 68C in Ryzen Master is the max temp for threadripper.

I had the exact same issue with my 1950x and I went through 2 Enermax Liptech AIO's until I decided to put the CPU on air.

Yes, in Ryzen master the temp was around 67-68C. Just for the hell of it I loaded my 4.0 OC profile and found my temps rise to about 80.

I mean, I've heard that 67 is safe for a 3.8ghz base speed for TRs, but is it really the max? If that's the case my cpu is way too bloody hot.
