Question CPU Throttling under load

Hello,

I just noticed my CPU is throttling under load but the temps stay around 70c. While running Cinebench the CPU goings from 3.4ghz all the way down to .64gz. when i bring up task manager my load is around 20%

Hardware:
CPU: 1950X
Motherboard: Zenith Extreme
PSU: Evga 1200 P2

Tjmax on this is 68*.

What kind of cooler are you using on it, inside what case? What is ambient where you are?

Do you clean the PC regularly?

And yes I do clean it out.
