CPU too low

My CPU keeps going doesn't to 10%-0% every 10 mins, I really need help.

Turn off all external web storage (Google Drive, Dropbox, OneDrive, etc...)

Some more system details would be helpful, as would knowing if this was a full /clean reinstall when system built...

Did the system ever work correctly, without the cpu utilization dropoffs?

Does Motherboard report the correct CPU Model during POST?

When does this usually happen?

It used to work but now its turned really Shitty and I cant handle it I wanna play minecraft but my CPU, Do you think my CPU's Burnt/Worn off
