CPU & Tower Fans turn on for a second then shut off. PSU Lights & Fan remain on. Won't boot.

I recently built a new PC, replacing everything aside from the Hard & CD drives.
My issue is that my new PC is not booting up (narrowed down to my PSU).
When I hit power, the CPU and Tower Fans spin for a split second then stop.
The lights and fan on my PSU remain running and trying to power it off from the power button on the tower does nothing. I have to flip the power switch on my PSU to turn it off.

The problem is directly related to the PSU because if I switch my new PSU with an older one the system powers up and everything works great. If I use the new PSU in a completely different PC as well, it has the same exact effect of not booting up.

So my question is:
Is my new PSU simply defective and I should RMA it, or am I missing something that prevents it from working with both my new and old PCs?



The new PSU in question that's not working: Rosewill RBR1000-M

The new setup I'm trying to get it to work with:
MOBO - ASUS Crosshair V Formula-Z
CPU - AMD FX-8350
RAM - G.SKILL Ripjaws Z Series 32GB (4 x 8GB)
VGA - Radeon R9 290X

The PSU (my old one) that DOES work with the above new setup: APEVIA ATX-AS680W-BL

I'd continue using my old PSU but the fan on it is broke and I wanted something with a bit more umph that was also fully compatitable with all 3 of the ATX connectors on the new MOBO.

First, I'd double and triple check the front panel connections to the motherboard. Double check that the 24 pin ATX and 4 or 8 pin motherboard connections are completely down. Make certain that all the RAM modules are entirely snapped into place. I've seen many instances like this that resulted from a module that looked like it was in, but wasn't. Remove them and reinsert them to be sure.

If you're using a power strip, don't. Power strips are notorious for causing issues. Plug directly into the wall socket. If none of that works, RMA the unit. That's an older Rosewill model but not an unpleasantly terrible one from what I'm seeing on jonnyguru and a few other sources. It's also NOT a Capstone, so it's not a "it goes without saying...

Solution
I tried all the troubleshooting you suggested with no progress so I will be RMAing as recommended.
Based on what you've said about my current PSU choice, I think I may simply purchase a different one.

Do you have a PSU suggestion by chance (or even anyone who happens to be reading this thread)?
Was thinking maybe the 1000W Capstone or perhaps something from the Lightning series. - Though the PSU is probably my least knowledgeable part of PCs so maybe an entirely different brand would be best.
 
Are you planning to run dual cards at any point or are you fairly certain your single card will be sufficient? (I don't know why you'd need two but some do.) For your single card a high quality Tier 2B or higher PSU of 600w is recommended minimum and a 750w is more than enough to allow some headroom. I'd go with something like this:

I doubt I'll be running dual cards again. xD
I'll purchase the PSU you've recommended - if for some reason I decide to run dual cards I'll just upgrade to the 1000W SeaSonic.
