I am running Prime95 to see how hot my amd athlon 750k will get when turbo to 4.0. the problem is when running prime95 my clock speed (even though my cpu is under 100% load) keep jumping from stock, to 4.0 to stock again. it isnt consistently staying at turbo speed even though its under 100% load

Solution

If your temperatures are OK and it's downclocking your cpu even from your stock clocks then there's probably something to set in BIOS.

Also try some another stress tests like Aida or OCCT and after that play some demanding games to see if your cpu acts the same way. You can monitor your min&max&avg cpu frequencies with hwmonitor or hwinfo.
Which monitoring tool are you using? I don't have deep knowledge about AMD's Turbo Core technology but if it's just some instant jumpings and you are sure that the settings in BIOS are correct it might be normal or maybe using different monitoring software would give a better result. For me Intel Turbo Boost monitoring software is way less reponsive than others for example.

I honestly dont know if its doing it right. I started up BF4 since its a demanding cpu game and my gpu bottlenecks my gpu a little and keeps me down at 35 fps in 64 man servers. so i loaded up Cpu-Z to see what my cpu was clocked to once i entered a game. it said my cpu was clocked to 4 ghz, by my fps was still almost the exact same. and my temps were only like 51-52 C even though i got those same temps at stock 3.4 ghz So i dont think its actually doing turbo. and the whole time i played cpu-z was telling me it was at 4.0 ghz

I am currently using CPU-Z to monitor the clock speed my cpu is to see if it stays at turbo speed. i am using Speedfan and Hwmonitor to check my cpu temps.

If you are running on high/ultra settings then it should be quite normal to get these frame rates. 7870 is a powerful card but your cpu is slightly bottlenecking the performance here.

Also your temperatures seems quite normal.

Unfortunately I don't have a very deep knowledge about how AMD Turbo Core Technology works. Hopefully you'd get a satisfying answer from an AMD owner on this situation.
