CPU Turbo Speed decreased

Before formatting my PC, my CPU was 4.7GHz as intended using i7-8700K, I test bench using XTU too.

After format and install windows, my CPU core speed is not consistent, usually it stick at 4.6~4.7. Now 1~4.5GHz but mostly 4.4GHz now.

So I checked my BIOS, suddenly my Adjusted Ring Frequency is set at 4400MHz. I not sure how to troubleshoot this problem, any solutions?

I did that already, is still the same. You default mean reset BIOS configuration back to default right?
