Question Cpu turns on then turns off, then turns on and stays ON, no display in

i will give all details first

No earthing in house, 2 wire from main board goes inside portable pc circuit board having two 3-pin sockets plus two 2pin sockets without connecting anything, earthing n right side(phase) slot showing current when i use tester, and fans bulbs running,

but when i connect cpu, it turns on with no display, then it turns of aftr 10 15 secs, and turns on again, this time it stays on, but there is still no display, cpu fans running, tested cpu without all removable hardwares,

removed ram, even removed mother board power too, but keyboard does not even responed, mouse repeatedly glows

also, i have a working cpu as spare, so i tested it too,

this time only difference is, cpu goes in on off cycle, no display still

yesteday i shut down this same cpu, and today when i turn it on, it stuck on windowsssss login screen, so i turned off it by pulling put powet cable, since then, this issue occuring

what could be the problem i am unable to find.

have read lots of post regarding both electricity n computers but no luck, havent found simillar issue yet

Those are not details, Details would be a list of parts without which can't even start guessing.

it is core 2 duo cpu, having 4 gb ddr2 ram, no gpu, has 500gb sata harddisk

today i tested both cpus in another socket board of my house, same result.

i borrowed a black power cable from friend, both cpus were giving same problem

this time only difference was, the cpu which has gpu installed (which i had in spare for backup), were running fine when i remove all backside cables such as mouse keyboard monitor cord etc,

but once i connected even a keyboard cable, it goes in restart cycle(my first pc has same problem, but it doesnt go into restart cycle, instead it starts, fans spins, it then turns off, then starts again, but this time fans keeps spinning)

also, for both cpus, keyboard light never comes up(num lock or light which turns on while booting),

and mouse light blinks continously.

today i hav given my first cpu to repair shop, he told me that all pc needs earthing. i agree, but since last several years i am using different cpus without earthing, but this kind of problem i havnot noticed yet.

even on google or youtube, i cant find 'cpu turns on then off, then turns on and stays on, no display'

i am waiting for his answer now

and sorry, i have not mentioned parts details because both cpus was having same problem, so i thought it is something related to electricty or powr cable.
